Infrastructure experts from Corrs Chambers Westgarth have provided legal advice to Pacific Partnerships and John Holland on their appointment as preferred bidder for the ACT Capital Metro light rail project as part of the Canberra Metro consortium.
The consortium, made up of Pacific Partnerships, John Holland, Mitsubishi Corporation, Aberdeen Infrastructure Investments, CPB Contractors, Deutsche Bahn International, Construcciones y Auxiliar de Ferrocarriles (CAF) and Bank of Tokyo-Mitsubishi UFJ, has been appointed as preferred bidderto finance, design and construct the 12km light rail route from Gungahlin - north of Canberra, to Canberra’s CBD and then to run and maintain the route on its completion.
Pacific Partnerships and John Holland (in partnership with Deutsche Bahn International) will be responsible for the operations and maintenance of the line which the consortium aims to have operational in 2019.
The Corrs team advising Pacific Partnerships and John Holland was led by partner Andrew Chew, with support from partners Frank Lawson, Christine Covington, Rommel Harding-Farrenberg and lawyers including, Tabitha Winton, Han Yong, and Simon Reid.

This is the second time Corrs has acted for John Holland on a major complex rail PPP project. In 2014, Corrs successfully advised Metro Sydney Trains (which John Holland was a key member) in its bid for Sydney’s North West Rail Link – Australia’s largest ever public transport infrastructure project, as part of the Northwest Rapid Transit consortium.
Corrs has also recently advised on a number of other major PPP rail transportation infrastructure projects across Australia including the government on the Gold Coast Rapid Transit, and ALTRAC, the successful consortium on the Sydney CBD and South East Light Rail PPP.
