A specialist in insurance and major insurance litigation, Frank has more than three and a half decades of experience acting for insureds in addressing and simplifying the complexities associated with risk management by insurance.

He has not only a deep understanding of the legal issues and the factual realities underlying them, but also a clear insight into the insurance industry and its issues.

Frank's depth of experience, expertise and perspective has allowed him to act in such landmark matters as the representation of the Australian Prudential Regulation Authority in the Royal Commission into the A$5.3 billion dollar collapse of the HIH Insurance Group. Frank has also provided insurance and risk allocation advice (both front and back end) with respect to a large number of PPP and other infrastructure projects around Australia over the past 25 years.

Frank is a member of the Australian Insurance Law Association.

Key deals

North West Rail Link Project

Acting for and representing major stakeholders, with respect to insurance issues, in connection with the A$8.3 billion dollar North West Rail Link (Sydney Metro) Project.

Brisbane North South By-Pass Tunnel Project

Advised and represented the Thiess and Macquarie Bank Consortium on the insurance and risk allocation issues related to the A$1.8 billion dollar North South By-Pass Tunnel Project in Brisbane.

Lane Cove Tunnel Project – Tunnel collapse claim

Advised and represented the joint venture comprising Thiess and John Holland in relation to a disputed A$20 million dollar claim for indemnity under a contract works policy of insurance arising out of the collapse of a portion of the almost completed tunnel in the Northern Suburbs of Sydney.

Windimurra Vanadium Mine – ISR policy claim

Represented and advised the receivers appointed to Mid-West Vanadium Limited in relation to a A$130 million dollar claim for indemnity under an industrial special risks policy of insurance arising out of a fire which substantially destroyed a beneficiation plant in Western Australia.

P&M Quality Small Goods Pty Ltd – disputed fire claim

Represented and advised P&M Quality Small Goods Pty Ltd with respect to a A$150 million dollar claim for indemnity under an industrial special risks policy of insurance arising out of the destruction (by fire) of the company's Greenacre premises.

Australian Prudential Regulation Authority

Represented and advised the Australian Prudential Regulation Authority in the Royal Commission into the A$5.3 billion dollar collapse of the HIH Group of Companies (together with related issues arising from the complex HIH Group reinsurance arrangements).
