A commercial lawyer with over 12 years’ experience, Norah specialises in government projects. This includes advising on the translation of policy into law, legislative and regulatory drafting and interpretation, procurement, statutory licensing and contract drafting and management.
Norah’s expertise also includes advising on the delivery of significant government infrastructure projects.
She has advised a range of public sector clients including the Department of Justice and Community Safety, the Department of Environment, Land, Water and Planning, the Department of Jobs, Precincts and Regions, the Department of Health, the Department of Families, Fairness and Housing, and the Department of Education and Training.
Norah has undertaken two secondments with the Department of Justice and Community Safety – advising on the reform of liquor licensing and the Gambling Licence Review.
Norah has also been seconded to work with Woolworths and Sedgman (a CIMIC’s mining and mineral processing company), advising on procurement, contractual and regulatory matters.
Advised on gambling licensing projects undertaken by the Victorian government over the past 13 years including – Keno Licensing Project (current), Lotteries Licensing Project, Gaming Machine Allocation Project, Gambling Licences Review and the Gambling Licences Transition Project and Liquor Gambling Regulatory Integration Project.
Advised on the procurement of social and private housing for the renewal of eight existing public housing estates as part of Stage 1 of the Public Housing Renewal Program.
Engaged as a solicitor assisting the Royal Commission into Crown Casino, the Casino Operator and its associates.
Advised the Department of Jobs, Precincts and Regions on the Melbourne Wholesale Markets Relocation Project.
Advised the DHHS on the exercise of statutory powers under the Public Health and Wellbeing Act 2008 (Vic) required to implement the public health response to the COVID-19 pandemic and the use of these powers.
Advised on policy and legislative development, amendment and interpretation. This included the implementation and administration of the statutory framework for accessing voluntary assisted dying under the Voluntary Assisted Dying Act 2018 (Vic), complex changes to the Victorian statutory framework for the National Disability Insurance Scheme (including changes to the Disability Worker Exclusion Scheme) and the role of the Disability Services Commission and amendments to the Disability Act 2006 (Vic) and related Acts.
Advised on the development and construction and operations phases of the Victorian Desalination Plant.
