Paul is a projects lawyer with over 18 years’ experience in the development and delivery of major infrastructure projects  

He advises project sponsors, investors, government bodies, contractors and financiers on projects across a range of sectors, including energy transition, transport, housing and other social infrastructure. His experience extends to all phases of a project – from project development and procurement to project delivery, expansion, acquisition/disposal, refinancing and restructuring.

Paul is known for his ability to bring a commercial ‘whole of project’ perspective, and for anticipating key stakeholder requirements across the range of inter-related government, financing, construction and operations issues relevant to major infrastructure projects.

Central West Orana Renewable Energy Zone

Advising the design and construction joint venture of Acciona Construction and Cobra on the development of the A$5+ billion Central West Orana Renewable Energy Zone project in New South Wales.

West Gate Tunnel

Advising the design and construction joint venture of CPB Contractors and John Holland on the delivery of the A$10+ billion West Gate Tunnel project in Melbourne. 

High Capacity Metro Trains

Advising the Victorian Government on this A$2+ billion project to deliver 70 high capacity metro trains and associated depot facilities. 

Opal Australian Paper energy from waste

Advising Opal Australian Paper on the development of a commercial-scale energy-from-waste facility adjacent to its paper mill in the Latrobe Valley, Victoria.

Casey Hospital Emergency Department Expansion

Advising the Victorian Government on the development of a new emergency department adjacent to the existing Casey Hospital.

Housing Investment Fund

Advising Tetris Capital on the financing and development of 483 dwellings in growth suburbs in Queensland as part of the Housing Investment Fund initiative. 

Ground Lease Model projects

Advising sponsors and contractors on bids to develop social, affordable and market rent housing under Ground Lease Model projects in Melbourne. 

Griffith University student accommodation expansion

Advised Campus Living Villages on the expansion of its student accommodation facilities at Griffith University through the development of a 460 bed multi-storey student accommodation tower.

University of Tasmania student accommodation

Advised CVC DIF and Tetris Capital on the acquisition of a 10-facility student accommodation portfolio at the University of Tasmania and the subsequent financing and development of a new 400 bed facility in Hobart CBD.

Refinancings

Advised on refinancings of the High Capacity Metro Trains, University of Tasmania student accommodation, Karratha Workers accommodation, Royalla Solar Farm, Sunshine Coast University Hospital, Mundaring Water Treatment Plant and Victorian Schools projects.
