Vaughan is a highly experienced projects and transactions lawyer with a focus on natural resources and infrastructure, particularly in Papua New Guinea.
He has been described as having a 'first class commercial approach' and has been consistently ranked as a tier 1 leading individual in Chambers Global since 2009. He has worked on some of the world’s largest and most complex natural resources projects and transactions.
Vaughan is admitted to practice in Papua New Guinea, Victoria, Queensland and Western Australia, and in the High Court of Australia.
Vaughan is a Vice-President of the Australia Papua New Guinea Business Council Executive Committee.
Advising on the US$15 billion Papua LNG Project, including commercial arrangements and integration with the PNG LNG project, Gas Agreement with the State and Project Financing.
Advised Oil Search on its US$2.5 billion arrangement to acquire InterOil.
Advising on the Pasca A Project including project financing.
Advising on the Wafi-Golpu copper/gold project.
Project Counsel advising ExxonMobil as operator of the US$19 billion PNG LNG Project.
Advised ExxonMobil on its proposed acquisition of interests in Interoil’s Elk and Antelope gas fields.
Advised on the construction and financing of, and sale of power from, the upper hydropower project.
Advised on the acquisition of Maybank PNG, and Kina Securities subsequent IPO, ASX and POMSoX listing.
